"Puppeteer is a side-scrolling platformer game where players assume control of the protagonist 'Kutaro,' a young boy who has been transformed into an animated puppet and promptly separated from his head. This weapon allows Kutaro to dispel the King's magic, defeat his puppet minions, and free the imprisoned souls, enabling their return to Earth. When Potts demands the scissors back, they adhere to Kutaro, granting him the ability to confront the twelve generals. As he defeats the first general (General Tiger), Kutaro rescues Pikarina, the Princess of the Sun, whom the Moon Bear King had captured. Under Potts' guidance, Kutaro and Pikarina embark on a journey through the moon's various realms to vanquish each general in succession: the Moonwood Forest guarded by Rat and Snake, the Moonshine Sea patrolled by Pig and Sheep, the Wild Wastes trampled by Bull and Horse, Hallowee-Ville controlled by Dog and Monkey, and the Land of Time conquered by Rabbit and Rooster, culminating in a final confrontation with Dragon.

Plot:

Upon reassembling the White Moonstone, Potts reveals herself to be the Moon Goddess. However, the Moon Bear King immediately captures her, prompting Kutaro to embark on a quest to rescue her. Kutaro and Pikarina utilize a cannon to disable Castle Grizzlestein, reverting the Moon Bear King to his original form as Little Bear, who surrenders the Black Moonstone in exchange for Kutaro's friendship and restores Kutaro's head. All twelve generals are resurrected and transformed from evil to good, and Kutaro, accompanied by Calibrus and Ying Yang, returns to Earth.
